HUD CY18 service coordinator funds

The following information from HUD has been sent out regarding CY18 service coordinator funds:
Thank you for your patience. This email is to provide you with an update of your Calendar Year (CY) 2018 renewal under the Service Coordinator Program. Extensions under the Service Coordinator program are made for a 12-month performance period and provides funding for the salary, fringe benefits, and other related costs associated with the Service Coordinator position.
Based on available funds, your 2018 award will be provided in two batches. The first of the two batches will make available 30% of the approvable amount along with any offsets currently in eLOCCS. Awards are excepted to be issued the week of April 9th. After the funds are apportioned to the Department, the remaining 70% will be made available. All grants eligible for a renewal of funds under these continuing awards will receive a total award of 100% of requested and approvable amounts, providing funding for all 12 months of CY 2018.
Annual COLA Increase. The Department will apply a 2% COLA to your CY 2018 award. This increase may be applied to the salary, fringe benefits, quality assurance and/or indirect cost budget line items. Unless otherwise notified, the Department will distribute the 2% COLA to the salary and fringe budget line items. You may choose to distribute this increase differently by submitting a revised 91186A via GrantSolutions. Be certain to notify your Grant Specialist via email.
Award Acceptance. Upon receipt of GrantSolutions notification, the authorized user must access the system and accept the award no later than 30 days after receipt of notification. The authorized user must be the individual that has the authority to execute a legal document on behalf of the Owner. If the management agent has such authority and provides evidence to HUD, then that individual may serve as the authorized user and may accept the award on behalf of the Owner. To accept your award via GrantSolutions, please follow the guidance in the attached quicksheet. No funds, including funds currently available in eLOCCS ( also referred to as “offsets”), will be made available to you until the award has been accepted.
HIGHLIGHT: Each Grant has a unique User ID and Password for the authorized user. Please be certain that when you access the system to accept the award that the correct User ID and Password are being entered. If a recipient fails to accept the award within the desire timeframe, HUD may withdraw the offer.
Availability of Funds. No grant funds will be made available until the authorized user has accepted and submitted the Notice of Award (NOA) via GrantSolutions. Funding should be available for drawdown within 2 weeks from date of acceptance.
