LeadingAge has been grappling with the human cost of paying for LTSS for many years, advocating at federal and state levels for a solution that is comprehensive, affordable and sustainable. And now Rep. Frank Pallone (D-NJ) is doing something about it.
LeadingAge was literally “at the table” when Rep. Pallone rolled out the Medicare Long-Term Care Services and Supports Act of 2018, a Medicare-based LTSS financing proposal to support those with substantial long-term care costs when they need care. Doug Struyk, LeadingAge Board member and President and CEO of Christian Health Care Center, participated in the roundtable with key aging and disability advocates convened by Rep. Pallone on May 2 to unveil his proposal.
Rep. Pallone’s bill, which is in discussion draft, includes:
- A standard cash benefit within Medicare for anyone who is eligible for Medicare and those under the age of 65 who meet certain disability thresholds.
- A self-directed benefit that could be used towards all LTSS, including nursing home care, adult day programs, home health aide services, personal care services, transportation, and assistance provided by a family caregiver.
- Incentives for people to seek care at home, the setting where most people want to be, and with family support, while also being available for nursing homes.
- Relief for overburdened caregivers.
