State of DC : District Government Insights on Aging Service Assets & Opportunities
Objectives:
- Identify strengths and assets in DC’s aging services continuum that may be leveraged to advance the health and well-being of elders
- Describe innovative partnerships and efforts to bring quality services and supports to older adults living in the District
- Providers challenges and solutions to promote quality care and reduce administrative barriers will be discussed.

Steven Nash, President and CEO, Stoddard Baptist Home Foundation
Steven A. Nash has been the President and CEO of the Stoddard Baptist Home Foundation since 2007. He has served elders since 1983 in a variety of roles and has been a Nursing Home Administrator since 1994. Mr. Nash has served on several local and national associations, committees and boards in leadership roles including as former Board of Directors Chair for LeadingAge DC.
He is the host of “Stoddard Lives” RadioOne broadcast. He coached for the LeadingAge MDV Leadership Academy and was awarded the National Leading Age Mentorship Award. He was also named a Luminary by the National Boards of Nursing Home Administrators.
After ordination into the diaconate for the Archdiocese of Washington, D. C. he was assigned to serve under Bishop Roy E. Campbell. Deacon Nash has been actively involved in his assigned ministries at St. Joseph’s Catholic Church in Largo Maryland. He also appears regularly on the televised Sick and Shut in Mass, is a retreat master and Master of Ceremonies for the Bishops of the Archdiocese of Washington, D.C.
He is a native Washingtonian and graduate of Princeton University with his B.A. in Biology.
Katherine Rogers, DC Department of Health Care Finance
Katherine first joined DHCF as a data analyst in June 2011 and served as the Associate Director for the data shop from October 2012 until her departure in October 2014. During this time, she began working with long-term care staff on programmatic and operational issues. Katherine returned to DHCF as the Special Projects Officer for the LTCA in January 2018. Since then, she has leveraged her research and data analytics expertise to expand and initiate new data analytic and reporting functions, including automated reports monitoring LTSS delivery, administration workflows and workloads, and activities of interest to Medicaid stakeholder groups. Additionally, Katherine brings an extensive knowledge of Medicaid long-term services and supports (LTSS), policy and program development, and delivery system reform to her new role. Katherine’s leadership to date has brought forward operational improvements to LTSS, laid the foundation for our current efforts to better integrate Medicaid and Medicare services and promote whole-person care, and ensured continued access to care during the public health emergency.
Katherine holds a bachelor’s degree in animal science from Cornell University; a master’s degree from the University of Pennsylvania; a master’s degree in public health from George Washington University; and a PhD in public policy and public administration from the George Washington University Trachtenberg School of Public Policy and Public Administration. Charon P.W. Hines, Director, DC Office of Aging & Community Living
Director Charon P.W. Hines is a dedicated community servant and third-generation Washingtonian. With over two decades of administrative, constituent service, community engagement, and education experience, she has a deep understanding of the needs of District residents, including older adults. Prior to her role at DACL, Director Hines served as the Senior Advisor to District of Columbia Public Schools (DCPS) Chancellor Dr. Lewis D. Ferebee, where she led innovative projects and supported strategic initiatives to eliminate barriers to student achievement. She was also the Director of the Mayor’s Office of Community Affairs (MOCA), overseeing 10 constituent service offices that served as a vital connection between residents and the Executive Office of Mayor Muriel Bowser. Before joining DC Government, Director Hines served in several key educational leadership roles in Montgomery County Public Schools and the Archdiocese of Washington. In addition to her work in education and constituent services, Director Hines has been an active member of the Lamond Riggs Citizens Association, where she served as its three-time consecutive President. She is also a member of the DC Caregivers Institute, which has given her a unique perspective on the importance of social services, including senior services.
Arian Gibson, Senior Deputy Director of the Health Regulation and Licensing Administration, DC Health
Mr. Gibson began his career at DC Health over twenty years ago as a Sanitarian and has committed to lifelong learning and professional development. Throughout his tenure at DC Health, Mr. Gibson has led programs and initiatives in food safety, pool safety, medical marijuana, and community hygiene. As a highly motivated public health professional with experience in public health, management, policy and regulation, Arian has served as a key policy advisor on city-wide initiatives including Re-Open DC, Public Restrooms, Interagency Homeless Encampments, Presidential Inauguration and Streateries. Mr. Gibson has served as Associate Director for the Office of Food, Drug, Radiation & Community Hygiene within HRLA and as Interim Associate Director for the Office of Health Professional Licensing Boards.
